Mysterious Upsc

 Upsc recurits candidates for All india civil services ,which is said to one of the prestigious Services . Civil services being Top most service in the country becomes Herculean task  Lakhs of aspirants aproach for this exam &  only few people get into the service . The success rate is almost 0.01 % . As few hundred candidates are selected every year among the lakhs , it is challenging for UPSC board in selecting the best candidates . 
         Upsc board must shift it pattern of selection from age old approach i.e " Merit based approach " . It must formulate a approach which is suitable the present era .
Socrates says " Knowledge is virtue " - This is the core idea of merit/knowledge  based system . There should be shift in this pattern . Just selecting the candidates based on knowledge is awful . As Aristotle opposed the Socrates view i.e it's not compulsory that the person with good knowledge is virtuous , he may be cruel . 
Civil servants  ,Not only Acts as advisors in policymaking but also implements it . Implementation should be fair & free without biasedness . There is need of virtues like Integrity, Compassion , Emotional intelligence , professional ethics etc . These virtues  shape the aspirant , & helps them to progress themselves in service of society . The pattern of selection should be Natural . It means upsc needs to study the candidate's thought in mains , their character in Personality test & Sharpness in prelims . It should not be coaching oriented paper i.e not hybrid one .
As coaching institutes train their aspirants leaving their originality , A mad man, creul person ,  can also be trained . UPSC board should hedge against inflitration from coaching institutes & select the " best " candidates .
